A tough law ducument
I'm preparing a document for applying Chinese PR. However, I had a difficulty in translating the following sentences:
Vulnerable people are individuals who are at greater risk of being harmed than the general population, because of age, disability, handicap or circumstances, whether temporary or permanent, by persons in a position of authority or trust relative to them as is authorized under the Criminal Records Act.
There are two translated versions:
A: 与普通人群相比,弱势群体是指那些比较容易被伤害的个体。因为这些个体的年龄,伤残,残障,或其他情况,而遭到有职权的人物,或被信任的亲属,所给予的暂时性或永久性的伤害,以至于如同被处罚于犯罪记录法之下。
B:弱势群体是指那些比一般人群更易受到伤害的群体。由于年龄、残疾或其它暂时或永久性的情况,由相关权威或托管机构的人员根据刑事记录法认定。
Just wonder which one is more correct? The key is the understanding of "as is authorized under the Criminal Records Act". Who is the logical subject of the part? It's a bit difficult to clarify, as the possible subjects "Vulnerable people " and "persons" are all plural.
